Iranian Foreign Minister Manouchehr Mottaki announced during an interview with ISNA today that Teheran would “definitely” not agree to send its low-enriched uranium (LEU) abroad for further processing [ISNA, 18 November].
“Definitely, Iran will not send its 3.5 percent enriched fuel out, it means that we think the simultaneous fuel swap is considerable inside Iran,” Mottaki told ISNA.
The foreign minister did not elaborate how the fuel swap inside Iran works. But he was clear that no LEU would be shipped out. On Iran’s formal response to IAEA nuclear deal, Mottaki said the agency has been notified of Iran’s position.
“The proposal was studied in Tehran and we notified the IAEA of our response.”

I think we can assume that the Iranian proposal Mottaki is referring to is that the fuel rods be fabricated and shipped to Iran, and then a transfer take place.
It isn't really a position of "no deal". It's really a qualified position made public under conditions of negotiation.
At this point, it is up to the West to continue negotiation (which may or may not happen) or reject Iran's proposals by sticking to its own public position of demand.

Until Khameini picks the option Iran will go with, we really don't know if there is a deal or not.Something tells me there will be no deal. RUssia will act supportive of disciplinary sanctions through the UN, but China will block it, and everyone gets their way on the "other side"(Russia,CHina,India). Iran has come too far along to not be able to drag this desperate US attempt as long as it desires. the US is coming rather late in this nuclear game, and Iran is better positioned to push its agenda now than the US is...
PS: by "other side", i actually meant Russia, Iran and CHina.
