Ahmadinejad: Iran “Could Have Behaved Better”

Iranian President Mahmoud Ahmadinejad said at a dinner in New York that Iran was open to concessions on its nuclear program. He added that Iran “could have behaved better.” (Monitor, 25 September)
Ahmadinejad made the comments at a gathering of academics and students at a New York hotel.
Iran has made mistakes, Iran could have behaved better,” Ahmadinejad said. “We are ready for transparent dialogue…. We are ready to help to eliminate negative mindsets.”

President Ahmadinejad will address the U.N. general assembly on Wednesday.

I'm thinking this is may be a newswire translation preference: "behaved" being opted over "effected" or "performed". Nader, do you know the actual Persian verb used by the president?

بهتر عمل میکرد

I guess translating it as in "behavior" is probably correct. Although "performance" could have also been used, but it does not have the sense of summing up one's behavior through a period of time.
