Yes, they can be used for transferring troops, however the Iranian military make use of C-130 for such tasks.

Well, these aircraft will be of benefit to the Iranian people, wouldn't you agree? Frankly i never understood the embargo on Iran's civil aviation.
Where did they get the money to go on such a shopping spree these aircraft are worth 400 to 500 million $US unlikely that they had access to international finance.
It doesn't cost that much. A new plane is usually 55% of the listed price for the airliner and an 8 to 10 year old plane is significantly cheaper than that. Basically with the list price of 1 plane they could have bought 10 planes at this age. I think I read it somewhere that these are leased so that is even less initial payment.
